10. We think that the study of the English
language should in this an English Colony, be rucouraged as much as possible, not merely in regard to its utility as a a mental exercise and a means of obtaining what is caluable in English literature, but in regard to the effects to be produced by such a Knowledge in preventing Misunderstanding. and retablishing a boud of union beteren the many thousand Chinese who have made this place their residence and the handful of turopeans by whom they governed..
